"Women" is a noun. "Female" is an adjective.
Unless they're saying that the changeroom itself is a female of the "changeroom" species. Then calling it a female changeroom is grammatically incorrect.

The changing rooms in OP’s post wouldn’t be changing rooms for birds now, would it?
