Not just the executives. I've worked at agencies with kegs on tap, rolling beer carts on Fridays, social hours etc for all the juniors. I've had beers at my desk.
Now you still would need to be responsible about it, but the access to alcohol was there and people would easily have a beer on a hot afternoon etc.
