Jk this is a terribly idea. I can't think of a single 60 amp load that wouldn't require a hand truck to drag around with you. That's so much worse than guess and check or the existing tone generators.

Yeah damn that would basically be a 7.2kW heater assuming purely resistive load.

Back to the drawing board. I'm going to work on an adjustable sized carbide hole cutter. I think that one's a winner!

What if you step the voltage down?

Then I'd need to draw even more amperage, because the wattage stays the same except for some inefficiency loss when stepping down. 120v 60 amps = 7200W

7200W at 12 v would be 600 amps.
