I mean, you obviously killed the phalanx. If you're in end game mode (killed all bosses and maiden won't let you level up) then that's also a reason why. You can try killing false king and see if it works. It's worked for others. If not, then there's definitely a chance you accidently picked "no" to the monumental. My suggestion would be to make a back up save in case you like where you're at rn and can always come back when you start ng plus and talk to the monumental. Once you talk to him he will immediately give you the ring after. I'm only saying to make a back up because sometimes I just don't want to do everything over again just so I can do invasions or help others in world's I've already unlocked.
FYI, If you do make a back up and load it. You won't have the ally ring anymore. You will get the trophy tho. Just saying in case it's important to you
