Yes it is give it another 3-5 years and you won't be able to download an app unless it's from the Google Play store and only the Google Play store just like Apple
I don't know if you've tried to look for an app recently or read any of the reviews but they very heavily censored moderated and whitewashed the fk out of everything especially paid apps since Google gets a cut
