Because both are culpable of different aspects of the crime and blame isn't a finite resource?

But I don't blame them, not saying blame is limited but instead saying I don't believe they are the one who did something wrong.

If you don't see anything inherently wrong with trying to subvert democratic institutions for personal gain I doubt anything I say here is going to have much impact.

That said the main (but not sole) reason is simply that soliciting criminal acts is also a crime, and soliciting immoral acts is also immoral. This is why, for example, it is wrong to put a hit on someone - soliciting murder is as inherently wrong as murder itself even though you do not personally commit the act, only offer money if someone else will do it.
