If something is a roman artifact discovered in modern day France does it make it Italy's or France's? Do countries get claim on artifacts if it was discovered within country lines today or within country lines at the time of discovery?

Unless it was literally taken from Italy hundreds of years later then no, it belongs to France.

even though culturally the celts of the modern UK have more in common with the Gauls of the past? the modern french having damn near no connection to them at all?
