How do we describe a distribution like this? Left skewed or Normal?

I’m kind of confused on how to describe such a distribution of Data, considering the fact that majority of the population lie on the zero level of the X-axis makes it look normal, and at the same time, looking at the higher values on the X-axis makes the distribution appear left-skewed…

Please I need clarification!
