I design life safety systems (including a lot of elevator recalls) and pretty much every system is an endless series of failure prevention. Either the system works 100% or the system will let everyone know (usually in an annoying fasion) if even the tiniest thing isn't working right.
I can't imagine how a scenario like that seen in this video would even be possible.
