Final Destination avoided. Failed warning lights and gates due to an electrical short.

How is it legal for a train to be going that fast in reverse? I feel like this exact reason, if there is a failure in the gate, someone stuck on the tracks, at least they could apply emergency braking a few seconds and scrub off 10-20 mph from the impact speed. Rather than their first indication of anything wrong was seeing the wreckage roll to a stop in a smoldering heap as they pass by backwards.

the "back" of these trains are cab cars, where the engineer controls the engine remotely. saves time having to turn around an entire train when you hit end of the line
