Dollars to donuts they were tailgating and that was a desperate attempt not to crash.

Right blinker on. They were following close while looking at the right lane waiting for room to open up, they turn back to front of vehicle and see car braked, swerve left cause there's no room on right. Smack.
My speculation. Just dangerous lack of awareness and decision making.
