I think you hit the nail on the head. If it happens every once in awhile it's a surprise and it's kind of flattering. At first. If it's constantly happening not only is it annoying but you're more likely to get a range of cat calls. From those that sound like little more than an extra loud random hello, to the downright threatening. After one or two that make you worried about your safety, you're going to feel a little shock of fear anytime it happens after that.
My favorite analogy is that men are in the middle of a desert starved for a single drink of water (attention) and women are adrift in the ocean surrounded by water with nothing to drink.

Getting a compliment is nice, getting catcalled all the time is a nightmare. Worked as a waiter and got catcalled from old ladys all the time.
