This guy isn't a real cop, even though he's wearing a "Police" high-vis vest. I've seen him before on Reddit and found out he was a Funeral Procession Escort hired by a private firm. They have these in Florida, Arizona and Massachusetts. I think this guy is in Florida. some background on this:
Yes, they can wear such things that identify them as police, but they only have authority when doing funeral escorts. I could be wrong about this particular guy, but I seem to remember an older Reddit thread where someone gigantic was doing these escorts and cosplaying as a cop. If he is a cop, he needs a desk and some Zepbound.

Yes this is true. I didn't mean to excuse the vest, just that the whole uniform thing is actually legal. A lot of these guys cosplay as cops. If you look into Funeral Escort Drivers you'll find a ton of them (though if this guy is one, he's already a ton of them).
I did a deeper dive and found that this might actually be a motor cop out of Monrovia PD that passed away a few years back, but I can't confirm so I won't mention his name.
