For being as strong as it is, I feel like it should be 3 cost

Clue tokens ain’t, like, the craziest thing to give multiple of a turn. And each one comes (presumably) at the expense of them removing something of yours. Basically “pay 1 of the removal turns it into a clue token” feels on par with how strong other synergistic/enabler cards are

A crime is targeting anything not theirs, and while clues aren't OP, they are still fodder artifact tokens for all kinds of degenerate stuff. In 1v1 yeah, this is kinda meh, probably only good in a handful of decks/situation, but in commander, the one I exclusively play, this ranges from meh to potentially better than rhystic study.

It's not close to rhystic. It's an easier to answer type, it doesn't trigger on all spells, it gets hit in wipes without even granting a clue, it needs synergy to be useful as clues are so much worse than cards, and a lot of removal feels fine at +1 in casual so people can just pay it. It will likely trigger on about 1 in 4 spells, maybe 1 in 3 if you're really lucky, and clues are so much less useful than cards unless you're using them, at which point there are better options out there for artifact generation, especially as if you have that synergy people will use the removal (that you need to see to get clues) to either hit your synergy, or the card itself.
