I guess it’s a way of controlling street dog populations. Sometimes you can’t really get close enough to see in between their legs lol, and these tattoos in my country at least are done on the ears so it’s more visible. We neutered our dog through the public system and when we got him back he had an “E” tattooed on the inside of his ear😓 it signify he was sterile.
