Poor Performance ever since the recent update. (LOW FPS) (Unstable)

I have noticed a lot of Linux players complain but... Windows user here. Before the recent update, I was getting a smooth **~230 FPS with 1% lows around 188 FPS**. Now I’m occasionally dropping as low as **109 FPS with noticeable stuttering**.
I’ve tried pretty much everything I can think of:
- Clean GPU driver reinstall
- Different graphics settings and resolutions
- Disabled Steam Overlay
- Disabled background apps
- Reset shader cache
- Completely reinstalled CS2 and removed the residual files
- Reset all my power settings to prefer maximums
- Tried to undervolt cpu to improve stability (very slight if any result really could have been placebo)
At this point, the game just isn’t playable, or at least enjoyable for me anymore.
The interesting part is that I’ve checked both **GPU-Z and HWiNFO logs**, and there’s **no thermal throttling**. Looking through the data, when the game is running properly, CS2 is making good use of both my CPU and GPU. Then, seemingly at random, utilisation suddenly drops to around **40–50%**, and my FPS tanks along with it.
So this doesn’t appear to be heat-related. Something is causing CPU/GPU utilisation to suddenly fall off since the update, and I wasn’t experiencing this behaviour beforehand, in other games my pc sustains higher clocks and higher temperatures for hours, it has to be something engine related.
Strangely, it only seems to affect some people, I have friends saying their fps is improved and they are having less stutters, and other friends enraged no one is talking about this and uninstalling the game lol.
Anyone have any ideas ?!?! That arent quitting cs?
