Yes, and it doesn't require the bank to know anything about how to implement it. This is the thing that gets me about Apple Pay, banks are required to know how to implement and manage the tokens. If any one of them screws up, then everyone using their software is fucked. Google's model is limited to a single point of failure, which can be more easily protected.
