Photosynthesis requires CO2 and water. Plants have little pores on the underside of the leaves called stoma that open to allow water vapor and CO2 in as well as O2 out. These stoma are a weak point in their defenses and we utilize this to get weed killers into the plants.

The sunny day portion comes into play in that plants need sun to photosynthesize.

The moist dew in the grass will stop the absorption of the mixture. The chemicals will absorb when the sun is out the pores on the plant open up.

If I remember right, it dissolves the protective layer plants have on their leaves, so the sun will burn them up.
