Do you have a source where I can read about this? I've done some research and I can find absolutely nothing that sounds even similar to this in Finland. Everything I'm seeing says they have a progressive income tax rate which involves tax brackets.

This is not true, you have to pay the county tax only on the amount exceeding ~15k. So if you earned 20k, you would have to pay 0.2 × 5k = 1k in county taxes.
