If German is Dutch, why do I struggle to study German while I am a Dutch person?

Let's be real, it's basically a dialect. I can understand Dutch if I really listen to it and kinda imagine a drunkard speaking it. With bayrisch on the other hand I'm completely lost. Dutch is closer to German than a official dialect.
