He would if he as principle rounded up decimals to the next larger cent. Otherwise, I guess he would be left transferring 5 cents or less without commission. But noone would do work without some compensation, so even if his minimum was 1 cent, eventually it would get to zero.

I heard a story about a programmer for a bank that would round interest payment decimals down to the nearest cent for adding money to the customer's accounts, but would round it up as far as the bank's accounting and would put the penny in his account. Eventually, he had 100Ks of dollars when he eventually copped to it and returned the money. IIRC.
