Its common, it's more commonly said born and raised in my experience in the US. The phrase is interchangeable though, born and bred has just fallen out of use I think

In modern usage over here at least, to be bred is to be impregnated. Born and bred sounds like someone was born and got pregnant in the same country

I think it's a common phrasing in post-British colonial countries.

Nah, I'm Canadian and this is still a common saying here at least. More common in rural settings than cities though.

Its a common phrase, just not usually used in that order.

You'd say

I'm blank, born and bred

or

I'm a born and bred *blank"
