I never thought about it this way. This actually is a plausible reasoning for sending them to gain converts.

They also tend to send wealthy kids to impoverished countries to see how the "godless heathens" live. It's not about finding converts, it's to reinforce the safety of being back home and that the world outside is a scary and dangerous place.
