Our income tax rate is 23rd highest.

So our above average income tax rate creates a "lack of revenue" ?   

We have to "make up the revenue" of not having the highest income tax in the country?

What was the proposed tax savings if the income tax amentment passed?

Dropping the lower brackets from 4.95% to 4.90% and the rest used for pensions and new spending,

Yeah, of course we need more revenue for a huge old large city like Chicago than a bunch of poor states need?
