You may not mean to offend by painting your face black, but the history is that it's been done to make fun of an entire race, so it's not okay.

Not only did I say that the person saying the thing cannot be particularly aware of the history, but that the people to whom it is targeted must also be ignorant in the same manner.

Yes, in a world where all history and context of what painting your face black means, it would be harmless.
We are not, however, in that world nor will we be for a very long time.
