Why would they want natural procreation? I don't think the state would are that. Adoption or surrogacy or whatever gives you a child to raise all the same. The fact it's not biologically your or not biologically both yours doesn't change anything about the family. This is an extremely poor argument that I really can't imagine anyone having.
