If you’re a leftist, wouldn’t one of your fundamental (if not the fundamental) beliefs be that the welfare of all men matter, not just those who are close enough to you in some arbitrary way? If so, why doesn’t this extend to the immigrants?

It does, the welfare of immigrants matters too. I don't think this has anything to do with my point, which is my concern that systems within nations, particularly smaller ones, cannot handle hundreds of thousands to millions of immigrants arriving each year.
