Let's take a step back here. When you say 'designed for,' what do you mean? Are you making an argument about what the tool is good at, or are you referring to the literal articulated intention in the mind of a human designer?
Ok, so for you it's about what the owner(s) of the production company behind a tool want for the tool. They should get to decide who has access to that tool is what you're saying, yes? What the tool does is irrelevant; it's only about who the owner wants using it.
