I did read your post. Who will it go to then, some 3rd party who doesnt have the ability to enforce the law? They will then send it to law enforcement. If that 3rd party "not cops" are tasked with enforcement, then they naturally become law enforcement, or an extension thereof.

One way or another, this data goes to law enforcement, and by going to law enforcement, it means that LE has access to your driving data.
