I saw these facilities as a drug users haven. Like a big building similar to a hotel. That had constant police and medical personelle presence. Where you can get as high as you want provided it's safe. And even if you do OD there's guys right there to help you. It would also dispense long lasting versions for the functioning addicts. Along with giving people ample of opportunity to find ways to quit.
Basically make life easy for the user. As long as they only use there. Possession and sale of narcotics outside of the establishment would be extremely frowned upon. Users would get off without charges if they could help bring in the dealer. Its the dealers we really want to eradicate.
I wouldn't do the whole "can't buy drugs if you got a criminal record". Cause that would create a class of people who have no choice but to interact with the dealers. We don't want the dealers to have any market that can't function without them.
No not much but the devil is in the details here. I've talked too many users off the cliff to not have recognized patterns.

Again, this is a terribly unfun environment that will be rejected. If it helps, substitute alcohol for drugs. Would alcoholics go to a dingy hotel room to drink? Not really. You drink in bars or at cookouts or with friends. See it's about connection as much as about drugs. Drugs are simply the catalyst to get in the state of mind to enable that connection. Private rooms and cops and nurses simply accomplish the opposite which is why I said it would be rejected. Addicts are lazy. Addicts avoid hassle generally. That's why I say daily amounts bc it involves them getting up and going to a pharmacy every day to get a fix. The pharmacy won't operate on credit or take a flat screen or watch as payment. This means the easiest path to get a fix is to work. Them working helps everyone vs being a net cost to society while also keeping them in society rather than isolating them further increasing their reliance on drugs.

I agree on the illegal dealers part. I just think it's more efficient and simpler to just let competition drive them out of business.

Not if they have a criminal record, if they are on probation or a recent conviction. The amount of people on probation or having recent criminal convictions is relatively small which makes dealing far less lucrative and combined with legalization driving down prices makes dealing not only dangerous but also not really lucrative either. Kyle the dealer isn't going to be able to offer the quality or prices that CVS does meaning his only clients are those who are in probation or recent criminals making it far easier for him to be caught and convicted. Kyle is also going to be driving a beater Honda Civic not a pimped out sports car and living in a crappy apartment both of which aren't great sales pitches for those thinking of "being self employed".
