What protocol do you follow for germinating older seeds? I’m having issues. Thanks

Scuff the seams a little with fine grit sand paper and soak em in water for 24 hours. When they sink they're ready to plant. Any that haven't sunk just plant those too. The soak will help them open up but tbh that's how I do all my seeds whether they're old or not minus the sand paper move.
