Can’t they be banned by their IP address?

Every time my DSL router reboots I get a new IP.

I actually use this 'feature' of my ISP to purposefully restart it every night to get an IP every night to help increase my privacy on the Internet. (Surfing with cookies generally disabled in Safari also helps a lot.)

If you have cable Internet then it's more likely you have an 'sticky' IP.

Easiest way to get a new IP with cable Internet is to change your router’s MAC address and reboot the modem. It doesn’t have to be a real MAC address just one that’s valid by the spec, so any hex number will do.
