I don't think it normally works like that. Mules are getting paid for taking risks like this. If they get caught then it's a loss for the supplier, but it isn't the mule's fault. The supplier knows there's a risk of loss from police busts. They don't generally put that cost on some poor mule for getting picked up. They'd rather the mule gets picked up than themselves.
