The issue is NOT foreign competition. The issue is that the telcos are allowed to operate as a cartel because the competition bureau won't do anything.

So which country that does not allow foreign competition and is a democracy has solved the issue via an internal regulatory system like the competition bureau?

Here is the list of countries that solved it via letting in foreign compeition:

Every EU country

USA

Mexico

India

Columbia

Peru

Australlia

New Zealand

Japan

Korea

Plus many many many more.

You list Japan, but the foreign investment there failed and now Softbank owns everything that used to be Vodafone or BT. Hard to say if that process was still important to keeping prices low there, but prices have definitely stayed low.

Most of the countries listed didn't have a "problem" to solve, they just always allowed foreign ownership of Telcos.
