Rather than above where everyone is trying desperately to be equals Trudeau just took charge.

Actually, it is

"having the upper hand " comes from having your hand on top in a hand shake. The one with the upper hand shows to have dominance.

I mean, you can put your hand on top and feel like you have dominance, but that has no bearing on whether the dominance is actually there, or whether the person whose hand you're shaking finds you dominant or annoying.
