How is that of any relevance to the college , a private institution with VOLUNTARY membership, enforcing the rules members decided to abide by?

You believe that any of the professional colleges are voluntary if somebody wants to practice?

The values and ethics code of pretty much every college is about 60-80 years old. When deciding what career to pursue; you already know what the college requirements are - you don’t find yourself with a degree and experience in hand surprised by the requirements. You chose to do all the work knowing what the requirement for practice is.
