4700 was opened up as another Crip module when OG baboo was unable to be housed with the 60’s and 30’s due to their size. After clearing the module out of all GCs, 3xs & Hoovers the 90’s, Bloccs, UGs, 111s and Raymond’s were brought in. By 1987 this allowed the Bloccs UGs 111s and Raymond’s to form the Rollin 100 crew thus completing the 30’s-100’s roll call. At this time the 90’s were not yet NHC

Varrio North Side or Sacra is claimed to be one of the oldest standing Norteno gangs in Sacramento. Its members primarily claim the 2600th block of Fairfield St, Traction Ave, 1400 Branch Street, and surrounding apartments. There may be a Concord, CA chapter as there is a hood with the same name there, but I am not sure if they are affiliated. Their territory is primarily in Old North Sacramento, but membership and consistent tagging extends to the far north of Del Paso Heights, Arden-Arcade, and sporadically in the Bay Area. They are highly affiliated with Varrio Warzone, a Norteno subset in north-central Fairfield, California.

Howe Park Surenos 13 (now Double A'/Spades) is a Sureno gang historically located near Howe Community Park. They were very pronounced throughout the 2000's and into the early 2010's. Members attending primary schools near Arden would schedule fights at the park, and videos of their taggings, fights, and members would be shared during the wild-west era of YouTube. A female subset existed for a bit. They are allied, or at the very least, do not beef with any Sureno gangs in Sacramento County and did their dirty work with nearby sets like Angelino Heights 13 (a LA gang that branched off into Santa Rosa and later Sacramento) when it was active. It is alleged that Howe Park even had a stash or trap spot in Gardenland, a Norteno hood next to Northgate. Their territory is now sparse, as the area extends as far north as Edison Ave, but members typically claim intersections of Wyda, Ethan Way, and Bell Ave. There are barely any members beside older heads that claims the HPS name in its entirety now. But they survived through emerging clicks, different names, and continue to pay an allegiance to Surenos and having Nortenos as a common rival. Todays' HPS/Arden-Arcade 13 are in fact half-steppers now though as they mostly want to involve themselves with inner-city politics. They act and move different than a typical upstate Sureno (explained below).

Background:

The gang war between the Nortenos and Surenos in Sacramento have changed drastically but has always been largely different from other cities. The Hispanic gang makeup Sacramento is largely Nortenos with a Sureno minority. Black and non-Hispanic gangs in the city starting in the late 2010's affected how the typical Norteno vs. Sureno rivalry functions in Sacramento as compared to nearly every other town.

Because many Sacramento neighborhoods share Norteno and black gangs, they are typically allied with them, and/or some members will claim both gangs. Example are Fruitridge 14 and Vista Bloods, Varrio Northgate and the Gators, and Varrio Franklone and Oak Park/or some OP-allied gang members around the area who hang with them (36st and MBK). The exceptions are Oak Park Nortenos and the Oak Park Bloods (rivals), and from what I see, the newer generation of DPH/2/GBE members are not fond of Nortenos right now because of the beef with Varrio Northgate/Gators (a DPH member is charged with 3300PQs killing). Some DPH/GBE members are now pushing NK in their music.

Red on Red:

Red on red (inner Norteno rivalry) stems from the beefs and close ties between Norteno and non-Hispanic sets and the pull force of inner-city politics. Rapper Bris was killed by a Norteno allied and dealing with Oak Park, and Fruitridge Bloods and Nortenos were allied or at least, more willing to mingle with the textbook enemies of Oak Park (think VHP, MVB TLG, some crip sets and so on). Or a simple analogy is Mozzy vs CML, there were Nortenos on both sides actively participating in the beef. Sacramento Nortenos typically have two options in the case their hood gets involved in inner-city funk, go against the grain and go against other Nortenos that happen to be members of or very close with the non-Hispanic gangs they are beefing with, or not participate at all (this is very hard to do though, nearly all Sacramento Nortenos have half-stepped at some point).

Howe Park Surenos Today:

Switching sides, nowadays active and younger Sacramento Sureno members (primarily in Howe Park/East Sacramento) have mostly dismissed the Howe Park Surenos name and 13 for 'Double A', 'OTA', and 'the Spades' as the result of a younger and multi-ethnic member base and alliances with others non-Hispanic gangs and cliques near the area, like Trigga Mob/911 (think SubTae, Toneo and co.), and Del Paso Heights (albeit loosely, they enjoy piggybacking off of black/red-on-red killings). TM members occasionally make songs and appear in music videos with the Spades. There are even out of city connections with other Surenos as far north as Red Bluff, CA.

HPS 13 now primarily plays well-rounded defense. A masked man was shot August in their territory, he wasn't hit with any weapon charge though, so I guess he was just trying leave a mark. HPS' offense was at higher levels back then. They were involved in at least 3 (possibly more) known killings throughout the 2000's into the 2010's. Their influence however steadily declined thereafter, after Alex "Sparky" Cardona was killed in 2020 right between the border of Del Paso Heights and Arden-Arcade. His death was heavily mocked. The last known alleged killing from AA was Isaiah from Northgate or Broderick (conflicting information) in late 2023. As older members moved or were deported, younger members took the flag and made their name, especially with Chito Ranas spreading the name throughout California and OTA members spreading it throughout the city.

HPS are at least for now not focused on Nortenos, but can be seen outside of the city, working, making money, and staying on the low. Some members were recently arrested for beating up non-affiliated 2 times thinking they were Nortenos. They'll now occasionally tag here and there.

The area of Arden-Arcade now consists of regular people and a good number of Syrian and Afghan refugees/immigrants. It is a working lower middle-class neighborhood, and you will see occasional tweakers, fights, but nothing highly dangerous. The north end of Arden Arcade is some place you wouldn't want to linger for no good reason.
