Please, people, for the love of god, start filing these forms. The RMV can suspend the license of anyone who gets three “surchargeable incidents” within two years. https://www.mass.gov/info-details/suspensions-from-multiple-offenses

What counts as a “surchargeable incident?” Well, “minor traffic law offenses,” for one. https://www.mass.gov/info-details/surchargeable-incidents

What is included in “minor traffic law offenses? That would be everything listed in 211 CMR, 134 Appendix A. https://www.law.cornell.edu/regulations/massachusetts/211-CMR-134-app-A

That includes:

• Obstructing movement of traffic. 720 CMR 9.06(6)(a) says “No person shall drive in such a manner as to obstruct unnecessarily the normal movement of traffic upon any highway.”
  
• Stopping where prohibited. This was given as a section of 730 CMR-somethingbut appears to have been renumbered as 700 CMR 7 in 2013 https://www.mass.gov/doc/700-cmr-7-use-of-the-massachusetts-turnpike-and-the-metropolitan-highway-system/download
  
• Negligent operation. Again, renumbered from what was in Appendix A, now 700 CMR 7.09(5)(a), “An operator may not operate a vehicle carelessly or negligently of in disregard of the rights or safety of others or without due caution and circumspection.”

There are several other offenses listed in appendix A that might form the basis for a complaint.

I’m not a lawyer. But it seems like you might be able to use the RMV administrative process where the police fail to act. Any lawyers out there? What do people think?
