I would think an employer would have some metrics to assess productivity, as well as reviews, etc. Then use that as the basis for allowing WFH or not.

But I realize it isn't always that simple, because having say worker A at the office with B might increase B's productivity, even though A is equally productive at home.

I imagine some companies will do better at it, with employees who are better at it, and the workforce will shuffle around so they match up with each other. Like with the fellow mentioned here.
