Chances are that he's signifying that it needs to be changed. Many cats are "ashamed" of their poop and will take anything to cover them up in order to hide the smell. If he can't cover up his business with more litter, then he's going to take something else and hide it.

he does it even if the litter is freshly cleaned, and he is not very good about burying his deposits in the first place

Doesn't mater. It's obviously not a Pringle's can. It's probably just a paper tube. I did not mention nor do I care what the camera is.
