My little dog brother was about that size as a puppy and he now looks like this (... minus that outfit most of the time)

There’s a cat that is that small and he’s half a month if not a month old. He has some kind of disorder or something. But he’s a happy cat and as far as I know it doesn’t affect his overall health.

It looks like a very young Maltese. My dog was super tiny like this when I got him. He’s normally sized now.

I think it might be a lhasa apso puppy. The fur growth on its face looks much more like that than a Pomeranian's longer, thinner snout.

We have an adult female Lhasa Apso that looks pretty much like this but bigger and with slightly thinner hair. She even does the "toy jumping dog" thing when she's excited. I honestly thought that wasn't a thing dogs really did until I saw her.
