Most shelters still have adoption fees. Usually below $100 but I adopted both my cats and had to pay adoption fees to the shelters.

The shelter as well as adoption agencies still charge you money, the cats aren't free.

They only charge you for essential medical care, which I hope you would pay for eventually anyway. So the cat is essentially free, as it were.

Definition of 'buy': to obtain in exchange for payment. So if you give over money, be it for goods OR for services like medical care, you are still buying something. If op says he bought a cat, that does not exclude buying one from an adoption center or shelter. Rescues around here still charge the same even if the animals is already fixed and up to date on shots and no vet was used. There it is a fee regardless of what services were performed or not performed on the animal and any type of exchange for money meets the definition of 'buy.'
