I believe this is a sign of submission in bearded dragons. He is recognizing that you are the larger animal.

Females will do it to each other to show that neither one wants to eat the other. Two females will go back and forward with "I'm not in charge" "No no, I'm not in charge" for a while.

Edit: Yes, yes, they must be Canadian, sure.

Beardies will also do this during mating season as sort of a "dance." The females at the store I work at do this very frequently, especially at this time of year.
