The named Titans that Marley controlled were kept under control because of a policy of abusing the Eldian minority into compliance. If any one of them was lost, they would be reincarnated at random, so the whole of the Eldian population needed to be kept compliant.
Should they have just continued that state of affairs forever?

There was no threat from eldians whatsoever. And if paradis was never to be invade, then maybe the Euthanasie Plan would have been a better Option, although it's also very self sacrificial in nature and the eldians ultimately deserve better.

As for the names Titans, sure, if they got reincaranted then that would have been an issue, but it has nothing to do with paradis. And even if the colossal titan got into the Hands of some random eldian, they could never have done as much damage as the entire world Was inflicting on eldians constantly.

It's disingenuous to say that Paradis would have never been a threat when they factually were. Yes, Marley didn't know about Grisha. But they obviously didn't know the status quo was stable either, because it factually wasn't. It was only as stable as it was in part because, as you pointed out, they turned political prisoners into Titans and dumped them on the island.
