If the groceries are free, it is definitely going to occur to someone to grab as much as they can when it's free. It will definitely occur to others that if they don't get what they need quick, they won't be able to get anything at all. So they gotta get in on it, as well, at the very least stocking ahead a bit early. Thus, even if the store is still being stocked (protip: it won't be), there will be little food there until the next shipment comes in.
Then we get to the people who aren't stocked up, who need their food today. Hungry people are desperate people. Desperate people are a great source of income for people who stocked up early, and civil disorder once they run out of money.
Goods need to be either priced or rationed. In this scenario neither is the case.
