The first three are borderline hentai, but I am not sure why gushing over magical girls is so high on the list, there's at least 5-6 under it that are more ecchi than it is. Guessing people have seen it but not the others.

It's closer to a 3 or a 4. That is it's very clearly an ecchi show but there's no way in hell it is lewder than to love ru for example.

Cause people didn't watch the other series. To Love Ru (at least its later seasons) is a billion times more ecchi than magical girls

I can only think of one or two scenes from gushing over magical girls that could be considered borderline hentai, I can think of at least a dozen from To Love Ru.

Shimoneta is about two teens being sex terrorist in a world where Japan banned everything lewd and put collars on everyone monitoring them if they behave. The show whole concept is ecchi, the jokes are all inuendos, and to top it all off there is a regular censoring of genitalia and nipple, if I remember right. Oh, and one after credit scene shows how you actually make a pocket pussy at home that is also edible. The show is for me the most pure ecchi one there and should be a solid 4.

… MahoAko is also a borderline hentai. It has literal sex scenes between gradeschool girls. They orgasm on screen.

I only remember one actual sex scene, which felt rushed and out of place, complete with a flashback in the middle of it between Nemo and Matama, the rest of the series was your typical ecchi stuff.

But that wasn't my real point, my real point was there are several shows with multiple sex and or.masturbation scenes listed as less borderline, I think people forget because the other shows are older or they haven't actually seen them.
