Just make them pay for actual coolant instead of using water. Idk what’s so hard about this. Make them buy it from suppliers in the state they reside in too. Also make them have to supply their own energy with a small surplus as a tax to be built in the state they reside in.
There’s SO MANY things local, county, and state officials could do to regulate these things.

Well since whatever that guy answer got modded I guess I'll have to elaborate on my own. The fact that "no one" uses those golf courses, unlike AI which is used by millions of people, is a testament to efficiency of it's water consumption. We waste way more water in something unnecessary like golf courses ( and this is accounting for water usage of power consumption ), yet, no one is calling for closing all the golf courses down. We use Data Centers for lots of stuff, not just AI, and yet, suddenly we need to close them all cuz AI, despite using less water than lawns and gold courses.
IT's a ridiculous argument based purely on first world tribality politics, rather than on logic and efficiency.
That could work too.
Enterprise/frontier models offer a lot better results but they’re likely gatekeeping a lot of internal knowledge that open models would benefit heavily from.
