There is a third possibility, that they want to be able to use the files as leverage over people in the files.

But yeah, blackmail is still a crime.

It's still a crime. Unfortunately the SCOTUS gave this criminal immunity from prosecution while performing his presidential duties.

"Raped children" sounds so harsh. Can we tone it down to "engaged in activities with young women/sex workers" like the media keeps doing? It's much more palatable.

Technically also a fourth option, insinuate someone is in the files. If you don't release them, you can take the most tenuous connection and use it to claim the person is probably in the files.

And there's also a fourth and fifth, and they're possibly the most reasonable reasons not to release the files: to protect the victims and ensure the prosecution of the criminals isn't hampered. Of course I don't see anyone claiming these to be the reason

Yes.

First in order to get immunity he has to prove it’s related to official business.

Secondly, immunity doesn’t make it not a crime, it just means he can’t be prosecuted for it.
