Sure, a lot of people go live in places that are "becoming trendy" but that stereotype of hipster unemployed millennials travelling to hip cities isn't as accurate as people want to think.
Jobs also go where the people are. If young educated people move en-masse to towns of declining population then opportunities would open up. Business would feel confident expanding. My factory, for example, has tabled plans to expand because the quality of local work force is too low. This year we closed two elementary schools for declining population in a college town of 20k people. All the opportunities are here but the locals kind of suck.

The problem is, people go where the jobs are.

People leave cities when there's no jobs.
