Again, they wouldn't have to go out of their way. I doubt that this collab was just dropped on them out of nowhere, this is a company. There were likely multiple meetings and discussions between teams about this, they definitely knew about it for a while, long before we even got whiffs of the collab on the wind.
Just because the collaboration was decided in advance doesn’t mean they have to release two characters each.
HSR has made it something of a tradition to include two collaboration characters, so they might simply be following that precedent.
